The 29th annual United Nations Framework Convention on Climate Change will be held in Baku, Azerbaijan, from November 11 to 22, 2024. The conference is a key moment for leaders to make progress on climate commitments.
COP 29 President-Designate Mukhtar Babayev sent his first official letter to the conference’s parties and constituencies to ensure that parties need "all hands on deck" to successfully advance the event's two “pillars”: enhancing ambition and enabling action.
Countries agreed last year at COP 28 in Dubai to triple renewable energy capacity and double the rate of energy efficiency improvements by 2030, as well as to transition away from fossil fuels in energy systems.
At COP 29 in Baku, countries must build on what was achieved at COP 28 and clarify what tripling renewables and transitioning away from fossil fuels means in practice. Countries should also deliver on COP 28 decisions through their next round (“third generation”) of national climate plans. These nationally determined contributions (NDCs) to the Paris Agreement are due for submission by February 10, 2025, with targets out to 2035.
Finally, countries need to agree on an ambitious new climate finance package, known as the new collective quantified goal (NCQG). A step-change in finance flows is needed to unlock more ambitious NDCs and the broader energy transition.
